Background |

PLLSMA is established under Section 110 of the
Organic Law on Provincial and Local-Level Governments. The Organic Law assigns
the following key functions to PLLSMA as follows;
- Coordinate and monitor the implementation
of national policies at the provincial and local-level government levels;
- Establish and monitor minimum development
standards for urban and rural communities, and in this connection, regularly
asses the efficiency and effectiveness of sub-national governments; and
- Support capacity building of the national
public service at a sub-national level
- Establish of Provincial Inspectorates to
undertake the functions of PLLSMA in provinces;
- Assess the efficiency and
effectiveness of Provincial and Local-Level Governments;
- Provide advice to the Minister responsible
for Provincial and Local-Level Governments.

Coordination
and Monitoring of National Policies at the Provincial Level |

PLLSMA's first key function is to coordinate and
monitor national policies at provincial and Local-Level with the ultimate goal
of the level of services provided to the people. Ultimate goal is the
improvement in the level of services provided to the people. The PLLSMA
undertake this coordination through the following programs;
- National Programming - Developing
and instituting the National Programming system for National Agencies
whereby national agencies present to the PLLSMA (and through it to the
provinces) each year a summary of their plans and programs to be implemented
in the provinces. The Programming system, networking and
coordination established with national agencies. Key national agencies in
line with MTDS have been selected and contact established to provide
required information.
- PLLSMA Provincial Programming and Reporting
System: Developing and institutionalizing programming system whereby the
Provincial Administrators present to the PLLSMA (and through it to the
national agencies) each year a summary of their plans and programs to be
implemented with and through the districts and LLGs. The Programming and reporting system
developed and consultations taking place with provinces on the rationale and
their participation in operating the system.
- PLLSMA Monitoring and Reporting System:
Developing and institutionalizing a process and system whereby national
agencies and provincial governments report a progress of program
implementation. The PLLSMA framework has
provided a whole of government approach to coordinating and
monitoring of government policies implemented at sub-national
level.

National Level PLLSMA Monitoring |
- Central Monitoring through the Quarterly
Budget /Project Review Process: PLLSMA is now part of the budget review
process whereby provinces and national agencies provide quarterly physical
and financial reporting on the progress of key programs

Sub-national level |
- Establishment of Provincial Inspectorates
to coordinate and undertake monitoring at sub-national levels. The
Provincial Coordination and Administrators Committees established in each
province chaired by the Provincial Administrators to coordinate programs and
provide quarterly reviews of progress and implementation. The PCMCs will use
the national and provincial programs to monitor progress of programs
implemented to improve services.

PLLSMA Meetings |

PLLSMA Meetings are now conducted regularly on
quarterly basis to discuss issues affecting service delivery. The Strategy is
now to invite representatives of provincial administration to participate in the
PLLSMA meeting at the national level and also to conduct some of the PLLSMA
meetings in provinces focusing on provincial issues. |

Annual Calender |

|
PLLSMA's annual calender is now being designed in
consultation with CIMC, National Parliament and Department of Treasury in order
to provide provinces and national agencies of key events affecting coordination
of implementing and monitoring of government policies to improve services.
The calendar provides guide on;

- CIMC regional forums
- Regional Governors Conferences
- Annual Governors Conference
- National Economic Development forum
- PLLSMA meetings
- PCMC meetings
