Provincial Performance Improvement Initiative (PPII)

The Provincial Performance Improvement Initiative (PPII) is an initiative of the Government of Papua New Guinea led by the Department of Provincial and Local Government Affairs in partnership with the Department of National Planning and Rural Development and the Government of Australia through AusAID.  The purpose of the Initiative is to improve provincial public administration including accountability and the integrity of budget systems, so that provinces are better able to fulfil their service delivery mandates, as articulated in the 1995 Organic Law on Provincial Government and Local Level Government. The Government of Papua New Guinea through the Central Agency Coordinating Committee (CACC) has endorsed the Initiative to initially commence in three provinces, Eastern Highlands, Central and East New Britain.

The purpose of the PPII is to improve provincial public administration and the integrity of planning and budgeting systems for better service delivery.  This includes:                                                                               

  • appropriate management structures and systems fostering a productive work ethic;

  • mproved management of resources – money, people, assets and information;

  • integrated planning and budgetary systems that identify and fund priorities within mandates and fiscal constraints;

  • mproved procurement and expenditure control, including containment of misappropriation;

  • transparency and financial accountability, including audit compliance; and

  • continuous improveme.                                                                                                                  

The approach to the design and implementation of the PPII is an evolving one.  The PPII commenced in October 2004 with the recruitment of three Budget Advisers and a Strategic Planning Adviser. The period up to March 2005 was essentially the initialisation period where advisers were placed in the Provinces to assist in a number of key areas related to budget preparation and financial management. 

The period from March to July 2005 is characterised by an increase in the level of engagement and support with the recruitment of other advisers to assist in the PPII as well as the placement of AusAID personnel in the three pilot provinces and Department of Provincial and Local Government Affairs (DPLGA).  Given these changes there is a developing and changing role for the advisers and the AusAID personnel at both the National and Provincial levels.  Also during this period, the DPLGA has undergone a corporate planning exercise and restructure. Staff of DPLGA are in the process of adjusting to these changes and part of this is the determination of roles and responsibilities between the Capacity Building Division and the Performance Monitoring Division.

In relation to AusAID and the PNGIF, reporting, roles and responsibilities no longer follow the traditional AMC/AusAID model and will need to develop into a relationship that reflects this different approach.  The relationship between AusAID and the DPLGA and with DNPRD is also somewhat different compared to the traditional approach to donor support with GoPNG.  These factors therefore need to be considered when developing a relationship and structure that is productive, cooperative and supportive of the goals and objectives of the PPII at both Provincial and National levels.  This Communications Strategy has been prepared in recognition of this evolving relationship and to articulate the partnership or team based approach of the various stakeholders under the PPII. It is important that this Communications Strategy is revisited regularly and updated appropriately. The responsibility for this will lie with the PPII Secretariat with inputs from the key stakeholders.  The PPII Secretariat consists of DPLGA, AusAID, DNPRD and the PNGIF representative.  The Secretariat provides the day to day management of the PPII and it is located within the Capacity Building Division of DPLGA, reporting directly to the Director of this division.
 
Endorsement and Pilots

  • The PPII was endorsed by the CACC on July 12th, 2004 and stated that it should be piloted in three(3) provinces
  • The Provinces are Central, Eastern Highlands and East New Britain.
Strategy and Engagement

  • Encourage and support reform opportunities for provincial administrations by supporting existing systems and processes.
  • Provide flexible, adaptable and responsive support that is tailored to the needs of each participating provincial administration or government. The PPII's influence on outputs and outcomes will vary accordingly.
Stakeholders
  • National Agencies to focus on better supporting the Provinces and Districts
  • Provincial Administrations to improve their day-to-day administration and become real drivers of the development process in the province
  • District and LLG Administration to manage frontline services more efficiently and effectively

Support to Provincial Administrations

2005 - current

1. Provinces
  • Expenditure advisors had been in the provinces prior to July 2005 to work with the administration
  • By July, all SNI officers had moved in
  • All improvement plans had been submitted in order to approve K1m funding allocation
  • All PPII provinces had received PMT Corporate Planning Workshops by February 2006

2. PPII Secretariat

  • Collated all work plans by July 2005
  • Had in place the Performance Monitoring framework, Communication Strategy and Risk Management Plan

3. PPII Steering/Working Group

  • Endorse all activities surrounding the implementation of PPII within provinces and the partner agencies.

Roll-out design 2006 - 2009

On February 2006, PPII Steering Group endorsed the Key Design Features of PPII
  • The Roll-out will comprise three(3) components -

          Component 1 - Strengthening national agency linkages with provincial /district/LLG administrations

          Component 2 - Strengthening public administration processes

          Component 3 - Effective linkages between local elected leaders and the provincial and district administrations

  • Component One will be ongoing. Components Two and Three will consist of Three phases of engagement with Provincial Administrations, of between 12 and 36 months

Phase 1 - Corporate Management Phase (based on the current Provincial Management Team (PMT) Capacity Building initiative, but with some modest additional support for strengthening corporate management systems, as needed by each province.

Phase 2 - Service Delivery Phase (builds on phase 1 and includes analysis of service delivery gaps and provides targeted support to meet these gaps)

Phase 3 - Consolidated and Sustainability Phase (Phase 1 and 2 begins to be scaled down, focus on linkages with elected leaders and national agencies)
