The Strengthening of Districts and Local-level Government Project is a European Union (EU) and GoPNG funded project with the objective to strengthen capacity and development initiatives at the district and local government level in Papua New Guinea. It also aims to support the delivery of essential services to the population of PNG and to support the foundation for broad based socio-economic growth.

This project resulted from studies carried out by the National authorizing Officer (NAO) and the European Commission (EC) which concluded that there was a need for more concerted and coordinated effort to strengthen the governance sector at the sub-national level. The study established that existing efforts were insufficient and therefore required enhancement by more robust and coordinated approach directly targeting the lower levels of government administration.

 
Objective and Purpose

The objective of the project is to support and strengthen the functioning of Districts and LLGs for the effective service delivery for broad-based socio-economic development.

The expected outcomes are summarized as;

  • improved capacity of lower levels of government (Districts and LLGs)
  • improved accountability of lower levels of governments, and
  • improved overall framework for effective functioning of lower levels of governments. 
The Project Components

The project will be delivered in four (4) components;
  1. Grants to strengthen capacity and development initiatives at district and LLG level (emphasis on physical infrastructure, capacity)
  2. Support to training and capacity building (emphasis on systems and processes and procedures and manpower skilling - PNGIPA and UPNG Open Campus)
  3. Management support to DPLGA (emphasis on capacity of DPLGA to support proper implementation of the Programme)
  4. Support to governance initiatives (emphasis on support for work promoting good governance at national level. (Ombudsman Commission and Parliamentary Committees)
Steering Committee

As stipulated under the Financing Agreement, a Steering Committee has been established under the Programme. The Committee comprise department of National Planning and Monitoring, department of Treasury, Finance and PSRMU and to be chaired by Secretary DPLGA. The Committee, among other tasks will oversee and provide policy direction, coordination with other donor programmes, approve work plans for programme grants, and approve capacity building strategies for districts and LLGs. The Work of the Committee is guided by the TOR. 
 
Current Status of the Project

With EC Short Term Assistance, the project implementation framework was developed. It's main purpose was to prepare for the project's first operational programme estimate and focuses in particular on the preparation of the grants to strengthen capacity and development initiatives at district and LLG level.

The framework includes :

  1. Terms of reference for the Steering Committee
  2. Programme Estimate for the Start-Up Phase
  3. Evaluation and Funding Criteria for Programme activities
  4. Project Presentation at Steering Committee meeting and a wider stakeholder consultation at a later stage.
The Start-Up Programme Estimate

The programme Start-Up Phase covers the following areas:

1. Preparation of the Grant Scheme to Support Lower Levels of Government (Grants is the first component to be implemented)

This will involve ;

  1. preparation of calls for proposals detailing eligibility and selection criteria,
  2. establishment of the Grant Selection Committee and
  3. conducting information dissemination and awareness workshops.
2. Training and Capacity Building for the Districts and LLGs
3. Support to DPLGA in the Programme Management
4. Support to Ombudsman Commission to support good governance initiatives.
 
Regional Workshops

A key activity will be for the DPLGA to ensure, through proper and adequate information dissemination and awareness workshops, that the Provincial and District Administrations to understand the basic requirements of the EU Programme including the Grant Scheme, Eligibility and Selection Criteria which includes the Evaluation Criteria. Regional workshops will be conducted to support this activity.

General Points

  • This project is an opportunity and a challenge for the Provinces especially the Provincial Administrators, Provincial Treasurers, District Administrators and District Treasurers who will now be the key players in ensuring that the project proposals are developed and implemented according to development priorities meet set criteria and procedures of the project.  This is an opportunity not to be missed.  We must ride on this opportunity.  We will make use of this money but must get our acts together.  The onus is upon us to support this project to make it work for the benefit of our districts and LLGs who have missed out on this much needed assistance and opportunity
  • In Provinces, development focus is in the districts and LLGs. This Project is targeting Districts and LLGs. Therefore it is important that provinces must know the real situation on the ground, plans with up-to-date information database should show what is needed and is priority and will make an impact.  What to target through the project, eg. capacity, training, infrastructure, water, schools, health, housing, communication, electricity etc. 
  • Organic Law will be the basis for its implementation.  Welcome the confidence in the donor partners to use the PGAS system in the disbursement of funds through the Provincial and District Treasuries.
  • The onus is on provinces to get their acts together as the grants criteria will be based on compliance with Organic Law provisions.
  • EU wants project to be implemented through our legal governance framework and not parallel to it.
  • We know that the EDF procedures can be complicated but we have to learn to live with this as there is checks and balances in any donor funded programmes and EU is no exception. 
  • Districts who have been complying with Organic Law provisions will have no problems accessing grants.  Those who have not will have to do this very quickly or miss out.
  • Many services are not there in the districts and LLGs as focus in the past has been centred around PHQs.  This is the way forward and is a great opportunity for us to build capacity at districts and in LLGs
  • There is a need now for provinces, districts and LLGs to get your act together and more importantly comply with existing requirements of law.  These are some of the requirements and criteria which must be met in order to access funding support.
  • Provinces will not be by-passed as Districts and LLGs are the extended arm of the province.  Most district and LLG plans are captured in the provincial 5 year development plan and implementation of programmes is part of the process.
  • A key to the success of the project is partnership. Governments, Provinces, Districts and LLGs need to work together with partners eg. Churches, NGOs, CBOs, private sector etc. to deliver basic services.
