The permanency notices were issued by the Human Resource Management (HRM) Division. Acting Director-HRM, Mr. George Velamoa.
Mr. Velamoa explained that the permanency marks the final process of formally joining the Public Service.
“The first process was being selected for the positions. The second was orientation into the organization and Public Service through the induction training Course at the Somare Institute of Leadership and Governance (SILAG), followed by the submission of your permanency and staff performance appraisal forms. With the Secretary’s approval, you are now permanent officers”, he said.
He further explained that while 11 officers were initially scheduled to receive their letters, a male officer passed away last year, leaving ten recipients.
“From the ten, six are females and four are males,” Mr. Velamoa said.
Acting Deputy Secretary Joseph Warus, presented the Permanency Notices to the officers, encouraged Team work, further urging them to work diligently under their supervisors and to align their efforts with the job descriptions (JD).
He further encouraged officers to read their JDs, to understand the management’s expectations in performance one’s duty. .

He reminded the officers that DPLGA is a member of the Central Agency Coordinating Committee (CACC) and high performance is expected.
Acting Director General Corporate Planning and Management William Tagai, also encouraged the officers to familiarize themselves with the Public Service General Order, Public Service Management Act Public Finance Management Act, Corporate Plan and divisional function statements.
“Now that you are permanent officers, you have to reflect on your performance over the past two years and ask yourselves whether you have achieved much or simply been complacent,” Mr. Tagai said.
Among the recipient was Acting Data Entry officer HRM, Aida Samaly, who described her experience working in the public service as challenging compared to Private Sector.
“I joined the Department in 2024 as the Executive Assistant to the HRM Director. In my previous employment, I was not exposed to computers. I had to be self-taught in using computer to manage correspondence and HR matters. A year later I was attached to the Secretary’s office as a junior Executive Assistant.
“This has been more challenging as I had to quickly familiarize myself with the functions of all divisions within the Department, as well as provinces, districts and LLGs,” Ms. Samaly said.
